Computer slow and browser redirects

The computer is Win7 (64) with IE10. Computer runs slow and the browser redirects. Also the computer security settings will not remain at the settings, I enable the download option under custom security settings and this keeps changing back to disable. Also, I constantly get a windows pop up asking if I want to remain on page or change page. This seems to come and go randomly.

I am using MSE and Malwarebytes (free version).
