i have a windows 2008 server with exe virus any help

is there any bart file or virus that i can run on my pc to block any startup i have a visrus on my Server i cannot download or run any exe file i cannot get into msconfig or regedit, IE work fine and stuff but that's it i cannot run anything with a EXE extension
