Mac Rogue remover.app is damaged and can't be opened

I have downloaded and tried to run the mac-rogue-remover.app on my Macbook running OSX 10.9 and I get this message:

"Mac Rogue remover.app is damaged and can't be opened. You should move it to the Trash."

I extracted it to the Desktop. Is it Mavericks or something else causing this?
