department of justice virus

Hello everyone!

So I'm helping fix a computer for a family member, and got a nice taste of the Department of Justice virus. Somehow I think they be a little more forceful if they wanted to shut their computer down but anyway...

First off, I can't start the computer in safe mode. Every time it starts to boot in safe mode it just restarts itself. I tried every option that there is but none of them work.

I also have reason to believe that this has disabled all of the main Windows Components like msconfig.

I tried to fix the problem by slaving the drive to my computer, and running programs such as Malwarebytes and Spyhunter. But for some reason even though they picked up viruses and deleted them it still comes back.

I'm not sure where else to go with this except backup and reformat. All suggestions are greatly appreciated.
