FBI Virus and unable to access safe mode.

Turned on my computer and found that I had the FBI MoneyPak virus and was unable to gain access via any of the safe mode options. I have already downloaded and ran frst64.exe but I only have a mobile device right now for access. I have the frst.txt that you will need but how can I get that to you?
