Can't get on internet after removing PC Optimizer

After removing PC Optimizer from my desktop I can't get on the internet. The message I get is UNABLE TO CONNECT TO THE PROXY SERVER, and that my system is configured to use a proxy, but Google Chrome can't connect to it. My diagnostic says "Not all base service providers entries could be found in the Winsock catalogue. A reset is needed."

The internet was working before I removed the unwanted browsers. It's working on my other devices.
