Windows wont load

My windows does not load. Once the windows logo appears it freezes then restarts.

I did launch startup repair and it goes to black screen with white arrow, nothing else.

I tried to recover factory settings, and it said missing a file.

I pressed F8 and and did the start from last good config. Nothing also.

I did disable auto restart and blue screen gave me this:
