Windows 8 Laptop Screen Issue

Hi,

I have a Windows 8 Laptop and every few days my laptop screen appears to have spotlights shining down from the top of the screen. If I disable / enable the graphics card in device manager they vanish for a few hours. The image attached shows the display issue (found on google) but the lights are shining upward on the image - in my case the lights shine down from the top.

Can anyone please tell me what is causing this and the fix.
